Public procurement is where digital capacity is built—or exported. We advocate for enforceable local-content thresholds, mandatory local partnership clauses on contracts above defined values, and transparent tender pipelines.
World Bank financing pays for some of Liberia's largest ICT investments—fiber, digital ID, e-government, core banking. We engage with task teams and the Country Office to ensure Liberian firms appear on shortlists, not just as junior partners after the fact.
USAID, AfDB, the EU, GIZ, KOICA, and the UN system collectively run dozens of digital projects in Liberia each year. Too many bypass local capacity entirely. We make the consortium the first call.
